State should pay full compensation to acid attack victims at time of case registration’

Stressing the need to provide timely compensation to acid attack victims, Hyderabad HC judge and executive chairman of Telangana State Legal Service Authority Justice V Ramasubramanian asked the state government to release entire compensation amount to victims at the time of registration of case rather than waiting for conviction. It should be done keeping in view the impact of acid attack on the victim’s social, economical and personal life, he felt.

Whether any acid attack accused is punished or not, the victim has to undergo trauma caused by the attack. Hence, the government should not wait for the conviction to release the entire compensation amount. It should release the entire amount at the time of registration of the case,” he said. Speaking at the state-level convergence meet on NALSA (legal services to the victims of acid attacks) scheme, 2016, organised at Kakatiya University on Saturday, Justice Ramasubramanian said as per Telangana Victim Compensation Scheme, 2015, only 50 pc of compensation is paid to acid attack victims at the time of case registration and the rest is paid after conviction, that too according to the quantum of conviction.

If any acid attack victim needs urgent medical attention, it would be appropriate if the authorities make some amendments in the rules and provide the entire compensation amount at the earliest to meet the expenses, he suggested.“With the current acid attack case conviction rate at 6 to 7 per cent, most of the victims would not get the entire compensation amount. Since, they have to live with the pain caused by the attack, irrespective of the judgement, they should be paid the entire compensation amount,” he said.
